Horowitz has worked for the Washington County government for over 3 years. During this period, he served as a business manager for the business development department. In this position, Horowitz was responsible for marketing Washington County to out-of-state areas to attract new development investment, which supported the creation of new jobs and a new tax base for the county.
Prior to his stint in Washington County, Horowitz came from a sixteen-year business career consisting of roles in management, business development, brand management, executive strategy and product development for local businesses. , regional and international. He was also an Adjunct Professor at Hagerstown Community College from 2017 to 2019.
Horowitz holds a degree in psychology from Frostburg State University in 2002 and a master’s degree in business administration from the University of Maryland University College. He is also a member of the International Economic Development Association and the Maryland Economic Development Association.

Jonathan currently resides in the town of Hagerstown with his wife and daughter. Jonathan enjoys playing guitar and all things car related, especially his old Datsun Z cars. He spends his spare time helping his wife with her non-profit animal rescue.
